Meeting Minutes, July 14, 2003

The Board of Directors met at 106 Jonathan Junction at 7pm on Monday, 14 July. Present were: Darrell Harris (Pres.), Bill Hopkins (Mbr at Large), Charles Rossi (Finances), Clint Flanagan (Website) and Ellis Sharadin (Secretary). Guest attendee was Mr. Robert Thompson of Tabb Lakes Driv

1. Mr. Thompson led off the discussion with a request that his new boat be exempted from HOA Rules requiring it to be relocated alongside the house because it arrived in the neighborhood after Fall of 2000. He felt the rule was passed unfairly because he was living in Saudi Arabia at the time (he’s owned the house since it was new), and he stated he had never seen a copy of the new rules. However, Darrell pointed out that the HOA made a good-faith effort by sending notices to the known addresses of all homeowners, including those who were renting out their homes. The discussion continued over Mr. Robertson’s insistence that he couldn’t place the boat, a small skiff, in his garage because his wife would want the space. Ellis posed a possible compromise position, in that he construct a short ramp alongside the drive that would run partway back along the garage and minimize problems with underground wiring. However, board members also pointed out that if Mr. Thompson had any future plans to buy a larger boat, now would be a good time to build a proper ramp, and that it would add both esthetic appeal and value to the home. At the conclusion of the discussion, Mr. Thompson said he would reconsider the idea of placing the boat in the garage, and would get back to the BOD in a month with his decision on what to do with the boat parking problem.

2. Old Business: Darrell discussed the upcoming meeting with Sheila Noll over Tabb Lakes drainage issues. He researched stormwater drainage fees in Newport News and Hampton. Hampton charges $42 a year to residents and businesses. Newport News sets an "average residential unit", based on an assumed 1770 sq. ft. of impervious surface, which costs residents approx $38.40 a year. Commercial properties' fees are calculated by measuring the impervious surface, dividing it by 1770, and multiplying by $39.40. For example, using Tabb Lakes Center (Andreas's), the approximate 1.29 acres of impervious surface there would generate about $1100 a year in storm water fees; Wilco's 0.97 acres would generate a bit less than $1000.

Tabb Lakes appropriates about $40 per household for lakes maintenance, about equal to the average house in Newport News. However, that's just homeowner's fees, and homeowners also pay, through county property taxes, for stormwater control in other areas of the county. Per the latest budget, total York County stormwater spending is about $2.16 million, of which $270K is earmarked for Tabb Lakes work. These figures will be correlated and incorporated in the BOD pitch to Sheila Noll, asking for more county help with Tabb Lakes drainage.

3. BOD members have received numerous complaints about the deteriorating condition of Sheila Fukawa's home at the end of Hundley Drive. We will ask the ARC to take a look at that house and the one on 300 Gardenville before sending a letter to the owners.

4. Charles presented the updated budget figures, which are attached to the minutes. There were no major new expenditures to report. Municipal Bond Fund has increased to $25,852 in value.

5. October meeting of all homeowners needs to be booked. We're looking at using the new YMCA meeting room, perhaps on the 2nd Tuesday in October. A decision will be made, and advertised to all residents, after the August BOD meeting.

6. The next Board Meeting is tentatively scheduled for 7pm on 18 August, and will be held at Clint Flanagan's home at 504 Tabb Lakes Drive.
