Tabb Lakes Board of Directors
Meeting Minutes, April 7, 2003
The Board of Directors met at 135 Leslie Lane at 7 pm on Monday, 7 April. Present were: Darrell Harris (Pres.), Bill Hopkins (Mbr at Large), Charles Rossi (Finances), John Ricci (Mbr at Large), Clint Flanagan (Website) and Ellis Sharadin (Secretary).
1. Darrell Harris directed Secretary to amend the March minutes to show that the $5000 of our budget directed into the Lakes Contingency Fund was also deposited in our T. Rowe Price tax-free municipal bond fund.
2. Tabb Lakes Yard Sale - will be held on Saturday, 10 May. Darrell directed John Ricci to place ads in the Yorktown Crier and the Daily Press.
3. As a follow-on to Lou LaFrenaye's excellent briefing on neighborhood stormwater drainage problems, Darrell announced his intent to arrange a June meeting with our district supervisor, Sheila Noll. A copy of the Proposed Agenda is attached. The meeting would begin with a historical perspective of stormwater problems by Darrell, including the maintenance agreement the developers codified in our Covenants; a technical briefing on Tabb Lakes' drainage system by Lou LaFrenaye, and end with a neighborhood walk-through with Lou and Darrell to better-acquaint Sheila with the source of our complaints. Directors agreed it would be wise to invite reps from Coventry and Woodlake as a means of building consensus and to make Sheila understand these problems affect much of her district, not just Tabb Lakes.
4. Disclosure Packets - Darrell has 20 sets of fresh disclosure packets, which will be made available to realtors and new homeowners; these will be given to Rosemary Licare to manage.
5. Tabb Lakes Website: Bob Short will take down the old Tabb Lakes website. It has been replaced by http://tabblakes.tripod.com\ which is maintained by Clint Flanagan.
6. Treasurer's Report - Charles Rossi shared that we still have some holdouts on HOA dues for 2003. Darrell is personally visiting the folks who are in arrears to make a final push for payment. After that, their names will be referred to our association lawyer, who will begin steps to place appropriate liens on their properties. Darrell also directed Charles to add a "Percent of Collections Made" entry to the Treasurer's Report so we can track our progress. A copy of the Treasurer's Report is attached to the official copy of the minutes.
7. Darrell advised that the Ass'n tax return has been filed and we had a tax bill of $ 68 on the Federal return.
8. Next meeting of the Board of Directors is scheduled for 7pm on Monday, May 12th at the home of Charles Rossi, 116 Richard Run.
